In Google Analytics, go to the appropriate Google Analytics account

Click on Create Property

Enter the domain name of the website as the "Property name"

Change the "Reporting time zone" to "New York Time"

Click on "Show advanced options"

Click on "Create a Universal Analytics property"

Enter the domain name of the website

Click Next

In the "Industry category" drop-down, select "Jobs & Education"

In the "Business size" drop-down, select "Very Large"

In the "How do you intend to use Google Analytics with your business?", select "Measure customer engagement with my site or app"

Click Create

On the resulting screen ("Web Stream Details"), make note of the "Measurement ID"

Close the "Web Stream Details" box

To change to the universal analytics property, click the property selector

Select the Universal analytics property. It's the one for which the ID number starts with "UA-" and for which the name does not have the " - GA4" suffix

Click on "View Settings"

Update the "View name" as shown - to start with "[PROD]", followed by the domain name, followed by the current date in parenthesis in YYYY-MM-DD format

Click Save

Click the back arrow to get out of the view settings screen

Click on Tracking Info

Click on Referral Exclusion List

Click on gmu.edu

Instead of just "gmu.edu", enter the full domain name for the site

Click Save

At the top of the Property Settings screen, make note of the property "Tracking ID"
